Dr. Joy Barnes Phelps is a dedicated pediatric dentist, business owner, and compassionate
healthcare professional committed to improving the oral health of children and families in
Virginia.

Dr. Phelps earned her Bachelor of Science in Biology from North Carolina State University,
where she developed a strong academic foundation in the life sciences. She continued her
academic journey at the prestigious Harvard School of Dental Medicine in Boston,
Massachusetts, where she received her Doctor of Dental Medicine (DMD).

Following dental school, Dr. Phelps completed her Pediatric Dental Residency at Virginia
Commonwealth University (VCU) in Richmond, Virginia. This advanced training equipped
her with the expertise necessary to provide specialized dental care for infants, children, and
adolescents.

Since becoming a licensed dental practitioner in 2006, Dr. Phelps has dedicated her career
to providing excellent and compassionate care to young patients.

Dr. Phelps is the owner of Commonwealth Pediatric Dental Specialists in Sandston, Virginia,
where she provides high-quality pediatric dental care in a welcoming environment
designed especially for children. Affectionately known by her patients and families as “Dr.
Joy,” she is known for her warm personality, beautiful smile, and amazing and loving spirit
that helps children feel comfortable and confident during their dental visits.

She is the proud mother of three amazing children and enjoys spending quality time with
her children, her sister Cassie and family, and her brother Bobby and his family. Outside of her professional work, Dr. Joy enjoys walking, dancing, hiking, spending time outdoors, and watching movies.

Dr. Joy Barnes Phelps is the daughter of Bob and Selena Barnes, the granddaughter of Lewis
and Roxie Barnes, the great-granddaughter of Langston and Rhea Mae (“Mama Rhea”)
Barnes, and the great-granddaughter of Charlie Blow and Ada Darden.

Through her dedication to her profession, her family, and her community, Dr. Joy Barnes
Phelps continues to exemplify excellence, compassion, and service. She represents one of
the emerging leaders of the next generation of the Barnes Blow Family, carrying forward a
legacy of education, faith, perseverance, and community leadership established by the
generations before her.

Her life and work bring great pride to the Barnes Blow Family and to the communities she
serves.
